It was established under Decision No.: 01/07/2011/NQ-HĐQT dated 4th Jul 2011, and the investment certificate number: 492022000217 dated 24 Nov 2011 issued by the People committee Ba Ria Vung Tau Industrial Zone Authority. The Business Registration Certificate No. 3501990272, 2nd amendment dated 9th November 2016, issued by the Planning and Investment Ba Ria - Vung Tau Province, in which PV Drilling holds 51% state and OSI (ASIA) holds 49% state.

February 2012, PVD - OSI has started building the plant in an area of 30000 sq. meter in Phu My I Industrial Zone, Tan Thanh District, Ba Ria - Vung Tau Province. After six months of construction, beginning in September 2012 PVD - OSI factory was put into operation.

PVD Tech – Oil States Industries Joint venture co. Ltd. (PVD - OSI) is the provision of machining services to cut threads for the oil and gas industry. This can involve the cutting of new threads on plain end casing or tubing; manufacture and maintenance of connectors from coupling. Following is the core products.
